All four cities' ghats are active pilgrimage sites year-round — Kumbh and Magh Mela simply bring vastly larger crowds and additional temporary infrastructure.
Prayagraj's Sangam is a true confluence — the Ganga and Yamuna physically meet there, joined in tradition by the mythical, unseen Saraswati. The other three cities sit on a single river each.
